Starpay Corporation is a Pasig City fintech operating the Starpay e-wallet ('Pitaka ng Bayan'), licensed by the BSP as an electronic money issuer and registered operator of payment systems. The app offers cash-in/out, InstaPay and QR Ph transfers, bills payment, e-load, and inbound remittances via UniTeller, alongside Starpay Business merchant services. Founded in 2012, it grew from ~600,000 to nearly 10 million users between 2020 and 2024, partly through its role as one of the financial service providers tapped by the DSWD to disburse Social Amelioration Program aid in 2020-21.
Starpay wants to enable the unbanked and underbanked — marginalized Filipinos — to participate in the financial ecosystem, and to benefit from the digital economy through inclusive innovation.
